Trying to get my FFL set up, I rent in a residential zone, so no worries in zoning issues. Now, should I send my FFL permit in first, or my business app first? Both are filled out, just saving cash to actually pay the fees associated.

Its going to vary by the governing authority that issues business licenses. The County Sheriff issues business licenses for gun dealers in my county. They would not even accept my application until I had an FFL. So in my case it was FFL > Business License > State CFD. I was somewhat surprised ATF would issue me a FFL without a business license. I know now that they will but they will also revoke it if you fail to get the business license.
I did do my background work with the County first to make sure I had a reasonable chance of approval once I got my FFL. My County didn't require it for me, but in many locations you'll need to get a Conditional Use Permit for a FFL in a residential area. The key for me avoiding a CUP was lack of inventory and no increase in traffic, noise, etc. Sounds like you've done all that.
I would call your licensing authority and see if they will issue you a business license (must say "Retail Sale of Firearms") without having a FFL.Comment

My ATF agent said he wanted to see my Biz license first. Since those are free for the first year in my city that was no problem.Comment
