Yes. If you are talking about a intrafamily transfer between a grandparent, parent, child, grandchild, the Roster would not apply, but it would need to be transfered through an FFL to comply with federal law.
In addition, since it is over 50-years old, it is already exempt from the Roster as a C&R handugn.Jack
