Customer walks in with a Savage 110L, 30/06 (5 digit SR #) which they purchased from another party. It was apparently manufactured in 1966. They met at another gun store to complete the transfer.
Counter person advised the they didn't need to transfer it via DROS/4473 due to it's age.
The selling party gave the rifle to the buying party and all walked out the door!!!

As you should - not true since 1991 for unlicensed or non-immediate-family.

Used to be the case that C&R long guns could be paperless; IIRC, that went away in 2014 when DROS started collecting info on long guns same as handguns

At the risk of starting a local war (maybe not so much) I'd like to gently contact the other store and inform they of the apparent error.
Can You cite me chapter and verse regarding the 1990 change.?

Can't get at the 1990 bill that took effect in 1991 - the old legislative site, http://www.leginfo.ca.gov/bilinfo.html, goes back to 1992-1993. Before the renumbering, code sections had bill history at the end; that got left out and now only the 2011 renumbering bill appears.

But it's Penal Code 12070, now renumbered to 26500.

(a) No person shall sell, lease, or transfer firearms unless the person has been issued a license pursuant to Article 1 (commencing with Section 26700)

and 27545 that applies here

27545.

Where neither party to the transaction holds a dealer’s license issued pursuant to Sections 26700 to 26915, inclusive, the parties to the transaction shall complete the sale, loan, or transfer of that firearm through a licensed firearms dealer pursuant to Chapter 5 (commencing with Section 28050).

SEC. 44. Section 27965 of the Penal Code is amended to read:

27965. (a) If all of the following requirements are satisfied, Section 27545 does not apply to the sale, loan, or transfer of a firearm:

(2) The firearm is not a handgun.
(3) The firearm is a curio or relic manufactured at least 50 years prior to the current date but is not a replica, as defined in Section 478.11 of Title 27 of the Code of Federal Regulations, or its successor.
(b) This section shall remain in effect only until January 1, 2014, and as of that date is repealed, unless a later enacted statute, that is enacted before January 1, 2014, deletes or extends that date.

Nope that ship sailed years ago. Felony for both. FFL that said that assisted in a felony because they are stupid. immediately return firearm to seller then walk in to ffl and do dros. And STFU about prior history of firearm.
