    Retired LEO's

Are retired LEO's still eligible to buy off roster handguns?

Many go on buying sprees right before retirement for that reason. Most are very unhappy about losing that privilege. I still even encounter CA LE that doesn't fully understand they are not exempt from CA assault weapon laws or ammo laws.

In my experience many LEO don't know what the laws are, even the pro 2A guys. Unfortunately, they (at least most agencies in the bay area) only get a very small time allocated to education on them and there is no annual refresher requirement.

It's sad that we as citizens are expected to know the law 100% (can't plead ignorance), but those that are employed to enforce those laws on us do not have that same requirement.

I would say the average calguns regular knows more than the average LEO.

In defense of CA LEO's there are 29 legal codes that they have to deal with. If they are even up the primary sections (and their periodic updates) they are well ahead of the game. Because I now focus all my attention on codes related to firearms I am far more versed on what are pertinent and relevant sections than when I was working.
