    Can FFL-01 make non-compliant guns compliant?

    Hello CalGun FFLs,

    FFL-01 here and just had a quick novice question. Can a 01 buy non-compliant shotguns, carbines, bullpups, and rifles, then make them featureless (compliant) and then sell them? Or does that specifically require an 07? I am not sure if that falls under gunsmith, or manufacturing. I Googled and searched the forums, but maybe my wording was poor or wrong.

    You probably should learn about Dangerous Weapons Permits and for what purposes you will be allowed to possess assault weapons. In short, even if you could possess assault weapons, converting them for sale is not a permissible use.

      Thanks for the response, ΜΟΛΩΝ ΛΑΒΕ. Checked out the link too. Didn't actually seem like it answered my question. I'm not trying to make a Barrett or MG legal.

      Let's use a Saint Victor for example. You can buy the BLK .308 or 5.56 featureless versions in CA stores. A distributor has a promo for the non-compliant version. Can I order 10 of them, make them featureless, then sell them as a 01, or do I need to become a 07 too?

          If you are a non-CA 01-FFL, then you can legally modify Title 1 firearms to be CA legal and then ship them to CA FFL dealers.

          If you are a non-CA 07-FFL, then you can legally build CA legal Title 1 firearms and ship them to CA FFL dealers.

          If you are a CA 01-FFL or CA 07-FFL, then you can not legally possess an assault weapon and make it CA legal.

          If you are a CA 01-FFL or CA 07-FFL and have a valid CA DOJ Dangerous Weapons Permit for AW; then you can legally import, make, transfer, or possess assault weapons, as long as it is done in accordance to the good cause that was utilized to obtain the Dangerous Weapons Permit.

          As a CA FFL with a Dangerous Weapons Permit for AW, if you modify an assault weapon to be a CA legal non-assault weapon, then that is grounds for permit revocation and your entire inventory being confiscated for violating the terms of being issued a Dangerous Weapons Permit.

          They need to be made CA legal prior to being shipped to CA.

          If you are a non-CA FFL, then you can do this.

          If you are a CA FFL that does not have a valid CA DOJ Dangerous Weapons Permit for AW, then you can not legally do this.
          ^This is because it will be illegal (CA felony importation + CA felony possession) for you to receive the assault weapons in CA.

          If you are a CA FFL that has a valid CA DOJ Dangerous Weapons Permit for AW, then you can legally receive them but can not modify them to be non-assault weapons.
          ^If you are discovered modifying assault weapons into non-assault weapons, then your Dangerous Weapons Permit will be revoked and your entire inventory will be confiscated by CA DOJ.
