I received my “valid for the retail sale of firearms" through my county Sheriff's Office. Check with them.
American soldier by choice. Made in America by the Grace of God.

So, now it is ironic that the State whittles away at the right of its citizens to defend themselves from the possible oppression of their State.

      Here's your answer:

You skip a part that's why you were denied. The order of getting to the part where you can start making money from your FFL:
      1. Get your FFL from ATF
      2. Get a city/county zoning permit (some cities are different).
      3. Get a city/county firearm permit from the police or sherriff's office (some cities are different).
      4. Apply for your California Firearm Dealer.
      5. Apply for DES.
      6. Start raking in the $$$

Expect another 4 to 8 weeks to get your permit. Everyone talks about getting their FFL and "it's easy they say". LOL man. Six months and 10K in expenses and I'm still waiting for my city permit to be approve. After that, CFD to be legit.

Not easy as people say. Lot's of jumping hoops and $$$.
