    Firearm received from a non-FFL for inventory or consignment

    I'm looking to occasionally purchasing firearms from non-FFLs and possibly offer consignment. What's the process in CA?

    pawn shop license.

      It's my understanding that a purchase for inventory is permissible with a standard 01 license, but yes - pawn or consignment (second hand dealer) needs a local & state specific license.

        You can buy firearms from a non-FFL and resell them with just your dealers license. But if you want to sell them on consignment you will need a second hand dealers license (assuming you're not a pawn shop). Your location may vary, but in my county that cost me about $600 with about half going to the county and half to the state. Renewal is less.

        If you go with a second hand dealers license, make sure you tell your DOJ Field Rep you have one. They need to manually give you access to the portion of the DROS Acquisition system that allows you to log it as a consignment. If you don't log it that way, you will not be able to legally consign-sell it as a PPT. It becomes part of your FFL inventory which is no good if its an off-roster handgun.

        Either way, you have to log a firearm you buy/consign from a non-FFL as an acquisition in DROS and sit on it for 30 days before you can sell it.
