Expired DL with renewal receipt - REJECTED

A customer came in with an expired DL and his printed online renewal receipt from 2 months back, so we ran it. The DROS got rejected with DL mismatch a week later.

Any ideas why?

Ya, because its required to have a pictured valid ID.

Um, you can't even fill out the 4473 with an invalid picture ID. Its rejected because its the law.

A possible scenario is that the renewal receipt is not valid (it's a fake/forged renewal receipt).

Was it a DMV Reject? or a Denial? The type of rejection may help identify the issue.

But as others have said.. The usage of the paper renewal is no longer valid after about Aug 2020 (DOJ sent out a memo for the window when it was valid to accept them). Even when we were accepting those we required Passport or other documents for the 4473 in addition to a government doc since you can't use the expired DL for the Federal requirements.

So, the background check uses the DMV as a the identifying resource. You don't think DMV doesn't know what's valid or not?

Besides, except for the Governor legally extending the DL's for covid which is now over, You can only use a VALID PICTURED ID, DL OR MILITARY ID in this state. If the pictured ID is not valid, you can not use it. Not even with a temp one, or in your case an online receipt that really only tells you he paid a fee in an attempt to get his license.
