FFL 01 + SOT 03, adding a stock
If an FFL 01 / SOT 03 wants to add a shoulder stock to a pistol, making it a Short Barrel Rifle, is it legal to do with that licensing or is it considered "manufacturing" and requiring different licensing?

It is manufacturing. You will have to pay the $200 tax stamp as you are licensed only as a dealer not a manufacturer. You can do it under your business name occasionally. If you want it marked as such.Comment
