I think the answer is yes, since the 21 year age limit change only applied to dealer transfers, correct?

I gave each of my kids (boy/girl) twins a handgun for 20th birthday, did intra-familiar transfer beginning of July. received daughters paper work about 2 months latter, received my sons about a month ago.
I did run my daughters DL for standard ammo check also, just out of curiosity. (it was approved).
