DROS on handgun being returned by Gunsmith

    DROS on handgun being returned by Gunsmith

    The frame was damaged on the original P220ST, so the old P220ST needed a new frame which is a new serial which requires
    a DROS on a gun I already own. The P220ST will be be returned by the gunsmith to exact factory specifications to meet
    the CA roster, and the frame swap will be to another unmodified factory exact P220ST frame.

    Contacted several FFLs in Bay Area, and they do not want to touch this P220ST with a frame swap unless I have LEO status
    which I do not.

    Not asking for a commitment from a FFL, just asking if there is a FFL somewhere in the Bay Area who will at least talk to
    Bruce Gray of GrayGuns, and to Keith Hosey, Director of Gunsmithing of Grayguns Inc. to describe the frame replacement,
    shipping, and to exchange information about the requirements for the return of my Sig P220ST.

    Is it this one: 220-45-SSS-CA
    ?
    If so we can do the Transfer, and you do not need to be LEO. Its treated just like any other incoming transfer. To be clear, this would be treated by CA DOJ as another gun, since it is a different receiver and serial number.

        No, its not treated like any other gun. Its not subject to 1-30 or an FSC card

          It's a new handgun (serial number is different than the one that was originally owned), which means it does not qualify for the 1 in 30 day wait or FSC exemptions for returning a firearm to the owner.

          If it was the same handgun (serial number is the same as the one that was originally owned), then it would qualify for the 1 in 30 day wait and FSC exemptions for returing a firearm to the owner. [PC 27535(b)(12) and 31700(a)(7)]

            I believe you’re mistaken. If the frame came back with the same serial number, there would be no reason to DROS since it would basically the same firearm.

            If a gun goes into gun smithing, it goes straight back to the owner without using the DES system. (Serial number didn’t change)

              Looks like my screen shot sucks.
              It’s a pick of “exempt handgun” “frame replacement to owner”

              So, my question would be, why would anyone be required to DROS a gun back to an owner from gunsmithing if there is no serial number change?

                Customers sends directly to mfg
                Mfg sends to FFL in CA

                You do not have the outgoing "gunsmith" record in your book.

                    How do you know it's gunsmithing if the customer sent it out and not through you? How would you know if there was a serial number change at all if they didn't tell you?

                    It's different IMO if I accept it for a customer and send out to a mfg/gunsmith for them.

                    I had a customer send a pistol to a pistol mfg previously (RIA maybe?), but RIA would not return it to customer. They shipped it to us. We did not return it to a customer without 4473/DROS because I had no record it was "gunsmithing" in my A&D log. In this scenario it was an on-roster gun so it was no issue.

                    Will you guys accept firearms with a "gunsmithing" letter from anyone without it going through you first for the outbound work? If so, I see a route for off-roster firearms coming in after they get some gunsmithing work done with Bubba in a free state.

                      Oh, I was talking about the reverse of this where I took the gun in for gunsmithing. I took what you posted wrong. I get what you mean now.

                      My scenario was 100% us as having the gun from start to finish. Sorry about that. I should have read the OP better.

                        Just a shout-out UG Imports for doing me a solid and handling this to a successful transfer. UG Imports were quick and very knowledgeable which made for a smooth transfer.
