There is a distinct difference when it comes to "bolt action" and "lever action" when it comes to the legal description of either. It's most definitely a lever action.
By your logic a semi automatic is a bolt action because it requires a bolt to operate. Instead of a lever it requires expanding gas to operate. Don't mean to be over simplistic. They are just different operating systems.American soldier by choice. Made in America by the Grace of God.
So, now it is ironic that the State whittles away at the right of its citizens to defend themselves from the possible oppression of their State.

Yes but by logic the bolt has to be manually operated with the lever or a knob which would be on the actual bolt of a bolt action rifle to move bolt as to where semi auto is done on its own with the use of gas system or blow back

The Henry Mare's Leg does not meet CA's definition of a revolver [11 CCR 4049(t)].So here is valid question. Just not sure it’s in the right forum.
Details:
Henry mare leg in 357 magnum 5 round capacity lever action ( technically a single action) overall length 25” barrel 12.904”
So why couldn’t this be registered under single action exemption pc32100 as it requires the lever to be actuated for every shot just like a single action revolver.
The Henry Mare's Leg does meet CA's definition of a, non-semiautomatic, pistol [11 CCR 4049(p)].
Since, the Henry Mare's Leg is not a revolver, it does not meet the single-action revolver exemption to CA unsafe handgun laws.
Since, the Henry Mare's Leg is a pistol, but does not operate as a bolt-action single-shot or as a break-open single-shot, it can not be modified to meet the single-shot pistol exemption to CA unsafe handgun laws.
From the factory, the Henry Mare's Leg is a lever-action repeating pistol.
In order for it be listed on the Roster of Handguns Certified for Sale:
1. It needs a manual safety that meets the BATFE standard for importing a pistol into the USA.
2. It needs to pass CA DOJ safety testing.
3. Henry submits it to be listed.
California Code of Regulations Title 11 Division 5 Chapter 5 Article 2 Section 4049
(p) “Pistol” means a handgun in which the chamber is part of the barrel. A pistol can either be semiautomatic or non-semiautomatic, but not fully automatic.
(t) “Revolver” means a handgun with a cylinder having several chambers so arranged as to rotate around an axis and be discharged successively by the same firing mechanism through a common barrel.Last edited by Quiet; 12-04-2020, 12:38 AM.sigpic
