I have no idea how to respond.

A guy found a brand new Street Sweeper in his dead dad's house. In box.

It's a Form 4 Destructive Device. He want's to sell it.

    Can I sell it?

        Under Federal laws/regulations...

The "Street Sweeper" is a Title 2 DD.
Since there is an approved Form 4 for it, it is legal and can be transferred through a FFL/SOT.

        Under CA laws/regulations...

The "Street Sweeper" is an assault weapon. [PC 30510(c)(2),(3) and 30515(a)(8)]

If it is a RAW, then it can only be sold to a CA FFL dealer with an assault weapons permit or through a FFL/SOT in another State.

If it is not a RAW, then it's illegal to transport/transfer [PC 30600(a)] and illegal to possess [PC 30605(a)] in CA.
^The executor of the estate can legally surrender it to law enforcement for destruction in leiu of criminal charges or render it permanently inoperable.

You'd be smart to get rid of it...in a legal fashion.

So, now it is ironic that the State whittles away at the right of its citizens to defend themselves from the possible oppression of their State.
