Ammo background check fees

My buddy owns a few guns, but said he hasn't purchased any of them in at least 10 years.
I told him about the background check fees and the price differences, but could not tell him which fee he would have to pay when purchasing ammo.

Is there a way he can find out which fee schedule he is on, and if it turns out he is a $19 check, is there a way he can become eligible for the $1 background check?
