    What registration paperwork are you asking about, the new resident firearms report or some assault weapon registration or?

    The bigger problem you are going to have is walking in to a FFL with an AR lower and asking them to DROS it as a pistol, with no proof that it is already in the system as a pistol. 999 times out of 1000 that isn't going to fly.

    So if you are asking about the new resident firearms registration:
    -No the new resident does not have to register it in order to sell it
    BUT
    -No FFL is going to process it as a pistol without that paperwork in hand. And it can take a year or more for a new resident to get that paperwork from DOJ.

      Doubt any ffl will do it without proof it was not drosed as a rifle lower.

        It’s a fairly common pistol only lower with a brace as well. Definitely not a rifle first. And I’m talking about the form out of state people file when they move here.

          If it is a standard AR lower, the FFL has no way - SHORT OF THE PAPERWORK FROM DOJ - to know if it was a rifle, a pistol, etc. The presence of a pistol brace or what it ever was claimed to have been built as doesn't change that.

          Otherwise we would all be walking into the FFLs doing AR lower PPT as 'pistol' for $75 or just straight trades and there would be a hundred thousand pistol lowers in circulation. Pistol buffer tubes are cheap, but they don't make an AR lower a pistol in the eyes of the DOJ or the FFLs who process DROS.

            Would this be easier if it was a complete pistol? With upper? It’s a saint pistol the gun in question. It wasn’t ever a rifle.
