    Since 1991, substantially all firearms transfers are required to use a California-licensed FFL. There are no legal 'paperless' or 'face to face' handgun transfers, and as of 2014, no longer any way to sell long guns FTF.

      I don't know the exact date the ex-boyfriend bought (or stole or had a friend buy it for him) the gun. I've tried to check the serial number of para ordnance's and although not complete, the gun appears to have been manufactured around 1993/94...and he split for Philippines in 1995. He never actually "gave" her the gun (she never knew he even had it), he only merely "abandoned" it to her in 1995.
