can I legally make a AR pistol with a mag lock for a LEO and DROS as a exempt hand gun sale? just a little confused and cannot get the correct information

sorry for the numb question as I should know this but I do not.

Ignorant on the subject but don’t you need to submit to the DOJ for testing when you’re making pistols inside CA? Let us know what you learn. Thanks.

I think that you can get to an answer by parsing out the involved Penal Code sections:

        1) The LEO can purchase an unsafe handgun (PC 32000(b)(4))

        2) You can sell an unsafe handgun to a qualified LEO (PC 32000(b)(4))

        3) You can manufacture a prototype handgun (which will be an "unsafe" handgun until testing is complete) for the limited purpose of completing DOJ testing (C 32000(b)(1)).

I'm not seeing any exemption from PC 32000 that would allow you to manufacture an unsafe handgun for the purpose of selling it to an exempt person.
