I've never had ammo shipped to an FFL and wondering if the transfer fee is set by the state or the FFL.? If set by the FFL what's an average flat rate here in SoCal?

There may be two fees involved. The mandated state fee when the ammo is reg'd to you and there MAY be a fee set by by your FFL for his involvement in receiving the ammunition.
There is no "flat rate" in CA for FFL involvement. It all varies by FFL.American soldier by choice. Made in America by the Grace of God.
So, now it is ironic that the State whittles away at the right of its citizens to defend themselves from the possible oppression of their State.
