    Yes thats fine. Whether or not he can legally build it into a semi auto pistol is debatable.

      Great. Transferring it there is only a small piece of the puzzle. What happens after that and putting the rest together is a challenge all in itself.

            If this was my gift, I would not want a frame only transfer. I would only want a complete pistol. Legal minefield in CA getting just a pistol frame that has never been built.

                Im in similar boat...

                Father in NV gifted me via Interfamilial transfer a AR Pistol Lower. I go into CFARS and "register" it at AR Pistol/Frame Only. After a bit of back and forth clarifying in CFARS, I get a message, "Your application has been submitted and you will receive a letter in the mail". Week later and CA DOJ sends letter recognizing the "firearm" with make/model/serial and that is has "been recorded in my name in the Department's Automated Firearms System." And if I transfer it, listing penal codes, that I do so via PPT and a CA FFL

                No mention of the firearm type on the letter. CFARS application on the AR Pistol still shows IN-PROGRESS.
                Do I legally per the CA DOJ have an approved AR Pistol now?

                If I were to do a PPT at an FFL, what would you as the FFL need proof of. The DOJ letter, along with the CFARS printout?

                    There is no intra-familial exemption to the Federal laws that requires firearms transferred between residents of different States to be done through a FFL.

                      But the transfer of the lower receiver only needs to go through an FFL in California so the paperwork/background check, etc. can be done for the giftee, correct? Meaning the gifter can ship it out via FedEx as long as it goes to the California FFL. Thats how it worked with a handgun I gifted my son. Not sure if its the same with a receiver but I'm guessing that it would be.

                          AR pistols should go to ffl complete from interstate intrafamilial.

                            I appreciate everyone's hindsight. Ironically, I followed the advice of another FFL last time I was gifted an out of state firearm and had sent to that same FFL. "save yourself some money, next time, meet him halfway and just send in an OPLAW" he said.

                            be that as it may - no one has offered an answer nor a suggestion on how to move forward. Instead of pointing out the possible infraction, can anyone answer my question above regarding the classifcation of said firearm within CA, and should I transfer it later, what forms/docs do I need to do so as an AR Pistol?

                            The orginal 4473 lists the reciever as "other". I dont have a copy of this. The lower was gifted without an upper on it, only a pistol brace installed.
                            The CFARS/CRIS interfamilal transfer lists it as a pistol receiver.
                            The CA DOJ letter for above CFARS/CRIS transaction is approved and the firearm is now recognized in my name. It does not classify the the type of firearm.
