ruger pc carbine from out of state

my sister can transfer a ruger pc carbine to me from out of state, but it has a TB, can she just epoxy the thread protector on? and if she leaves out the 17 rnd mag, that'll make it CA legal , right?

my mom lives with her and she can gift me a handgun, they can ship both fire arms to a CA FFL, can the two firearms be processed in a single transaction to save DROS money? or is it better to have my sister gift the carbine to my mom first?

Ruger pc carbine is a rifle, so threaded barrel is not a problem. Only issue is the magazine at the moment.

Threaded barrel on Ruger PCC is fine. A gift handgun can also be shipped and done with a single DROS fee, but as usual you need to clear everything with your FFL before proceeding.
