      More to the point for non-exempt: Off roster can only be sold PPT and for PPT, buyer and seller need to be CA residents.

        I’m in California and the 48 is not on the approved list.
        If you are not an exempt person (LEO, etc), then no.

        If you are an exempt person and the transfer is done through a CA FFL dealer, then yes.
