    PPT is CA resident to CA resident, and we’re all exempt from the roster for a PPT .

    If you did what you’re saying, it would be an FFL transfer. The roster (from which you’re exempt) would apply, and the lower would be DROS’d to you as a semi-auto pistol, if i recall correctly.

      Right, my mistake, but yes it would be a FFL transfer.

          No problem. It would arrive as a receiver on the FFL side.

          It would be DROS'd as an exempt handgun transaction with "yes" selected on "frame only" drop down for the CA side. It would be marked as a "receiver" under "type" on the ATF side.

          Make sure that the 30-day exempt check box is also marked in case you have anything else pending.

            OP, make sure the lower receiver isn’t engraved “carbine” or “rifle” for the model.

                Also, contact the receiving FFL to make sure they are comfortable and knowledgeable enough to facilitate the transfer.

                  That's irrelevant to the process. The receiver markings hold no bearing to how it's registered other than model name if it's part of the model.

                      This, my friend, is what is referred to as FUD in the community. How it is registered in AFS determines how it will be treated. That is what will happen when the serial is ran through CLETS to check for ownership status.

                      Aero Precision, PWS, and many other makers produce models marked with "Pistol" on their bare receivers. It can be registered as either. The Aero specific variant's actual model name is "pistol" and it is irrelevant to the process and how LE treats the firearm. Remember when Colt released the M4 Carbine bare lowers? Well Aero did their M4 Carbine and M16A4 variants as well. Guess what? Many of these have been DROS'd as pistols to the exempt. It's a non-issue.

                      Of course, you are free to cite any caselaw where CA DOJ or ATF went after someone for assembling a "carbine" or "rifle" marked receiver into a pistol variant.
