    Whether something is a long gun or a handgun is usually determined by its barrel length and not its caliber.

      A carbine, by definition, is a long gun. There are pistols sold with those arm braces that people are using as pseudo-SBRs, but those are legally pistols.

        the Ruger PCC is a rifle. "pistol caliber" is descriptive of the bullet. "Carbine" is a rifle. But it's mostly just a newer marketing term. Lots of lever action rifles have been "pistol caliber" too for a long time, in .357 and .44, but nobody really calls them PCC. No matter what you want to call it, 16" barrel and a stock = rifle.
