          FYI.

Out-of-state intra-familial/operation of law transfers of a self-made firearm are not exempt from CA self-made firearm laws.

Starting 01-01-2019, it is not legal to transfer ownership of a non-exempt self-made firearm.

          Non-exempt...

Firearms made by non-FFLs after 06-30-2018.

          Exempt...

          Firearms made by FFLs.

Rifles and shotguns that were made before 12-16-1968.

Firearms made by non-FFLs, that were self-engraved and were voluntarily registered with CA DOJ before 07-01-2018.

Firearms that are made as BATFE approved Title 2 firearms.

Firearms that are classified as C&R or as antique.

Some polymer 80 serialized frames look like firearms from the start (vs self made/serialized):

Not sure if that is what is being referred to in this thread.

I was told my son in Idaho could not gift me ar pistol frame. Must be assembled. And done as interstate intrafamilial transfer. Which is the law. Just not sure on frame only.
