Well, I have access to a bunch of Colt parts. I guess I'll need to buy a frame with a serial, if I buy a frame with no serial - will I then need to register it with a serial engraved? thanks

1911 frames are not on the Roster of Handguns Certified for Sale.

Which means, unless an exemption is utilized, it will be transferred as a "rifle, receiver" and using that to make a "handgun", will cause it to be an illegal SBR (weapon made from a rifle).
^Exemptions: LEO sale, out-of-state intra-familial/operation of law transfer, PPT, and SSE2.

If you acquire an "80% 1911 frame", then as soon as you intend to finish it, you must submit a USNA to CA DOJ BOF.

Once you are approved and receive the CA DOJ marking info; you have 10 days to finish the receiver, engrave it with the CA DOJ info, and submit proof to CA DOJ BOF.
In addition, once you are approved and receive the CA DOJ marking info; you have 30 days to complete the firearm's build and update it's final configuration with CA DOJ BOF.

If you are making a pistol, it needs to be made as a dimensionally compliant bolt-action single-shot pistol or as a dimensionally compliant break-open single-shot pistol and, while in CA, it must remain configured as such to stay a CA legal pistol.

If you want to make it as a semi-auto pistol; then it will need to have a chamber load indicator, a magazine disconnect mechanism, a microstamping array, and pass CA DOJ safety testing.
