    C&R transfer with another C&R

    What are the current rules for a qualified cartridge C&R pistol/rifle, NOT an antique:

    A pistol, both parties inside California:
    Both parties have C&R and COE
    Must the transaction go through a FFL01?
    (if so, it is an immediate walk for the purchaser).
    or
    Can we just mail/exchange it.

    Purchaser only has a C&R/COE
    Does the transaction need to go through a FFL01?
    (if so, it is an immediate walk for the purchaser).

    A rifle, both parties inside California:
    Both parties have C&R/COE

    (if so, it is an immediate walk for the purchaser).
    or
    Can we just mail/exchange it.

    Bound books would be updated in any of these cases.

      Call the FFL dealer first. Not all are willing or knowledgeable in the C&R+COE exemption to the 10 day wait for C&R pistols. (Or incoming interstate C or R long guns) Different dealers require different levels of proof of C or R status.

        C&R handgun must be transferred through a CA FFL dealer. [PC 27585]
        Failure to utilize a CA FFL dealer for the transfer equates to a CA illegal firearm transaction.

        If the buyer has a valid C&R 03-FFL and valid COE, then they are exempt from the 10 day wait [PC 27670] and 1 in 30 day wait [PC 27535(b)(9)]


        If the buyer has a valid C&R 03-FFL and valid COE, then the in-state C&R long gun can be transferred to them without needing to utilize a CA FFL dealer. [PC 27966]
        ^Within 30 days of the transfer, the buyer must submit a completed "Collector In-State Acquisition of Curio or Relic Long Gun Report" to CA DOJ BOF via mail or CFARS.

          there are no mentions in the PC about a "seller" needing a 03 for anything, that is irrelevant. All the rules are for the buyer.
