I would say NO. That is for stuff that might leak, catch fire, burn or poison someone, that kind of thing. As long as you are not shipping live ammo with the gun, it is just plastic and metal parts. so NO. The YES is just for things that can harm someone transporting the package. That is an interesting interpretation of "hazardous material". Under that definition a pencil could be hazardous if you stick it in your eye.
