    Can an 01 FFL receive a non rostered handgun (Colt SAA) from an out of state
    individual/ non FFL for transfer to a buyer here?

      Yes if it is dimensionally compliant, which most Colt SAA I have ever seen are.

      However, some FFLs will not accept shipments or transfers from a non-licensee. But there are plenty who will.
