When can you start the DROS?

So I'm curious - when can you start the DROS? If I ordered a gun online and I know the serial number, can the FFL start the process prior to.taking receipt of the gun or does the process have to wait for it to arrive and for the FFL having it in his hands?

No, the FFL must receive the firearm physically for you to start DROS paperwork. I believe it's a requirement for them to have it before paperwork starts.

For example, Turners used to start DROS on a serial that was issued if you purchased a firearm from them and they had it in their warehouse, but that changed to having them have it in the store you plan to do the paperwork in.

That sucks... I remember the old days from Turners when you would start the dros upon selection and payment... considering today's delays that even doubly sucks!

Besides being contrary to DOJ guidelines, would you register a gun to someone if you didn't have it in hand? What if it got lost in shipment and could not be located? It has happened.

The big reason though Huzar, is that if DOJ does an inspection and they do, and one of the first things they check was the pending DROS's, and if that firearm isn't here what do they suspect happened to it. They assume we gave it out early!

Just out of curiosity, some have said that starting the process before having the gun in hand, used to be a thing, but isn’t now.

                What changed?

Tighter laws, more inspections with higher penalties.
