Looking for FFL that also does the HSC tests

I was under the impression that it wasn't legal to require a purchase in order to obtain a FSC. I thought it was like a PPT - required and part of the price we pay to do business in CA. I do get it, they require quite a bit of time for the $10 the FFL gets. I'm curious to see what others think on that.

No requirement. You don’t even have to be an FFL or even affiliated with an FFL to administer the test and issue them. Many instructors can give the test and issue the cert.

There's no requirement that ANY certified instructor MUST issue you a FSC. It's up to that individual. I suppose that an instructor could possibly just flat out refuse to do them if they feel its a PITA. It wouldn't be beneficial however, but there wouldn't be any legal reason why they couldn't.
