    DROS'ing CA compliant frame only

Alright guys, I know this has been covered elsewhere but can't find a thread dedicated to the topic. There is also some misinformation out there so hoping to clarify and/or share some info.

First, for those who don't know, frame-only handguns are EXEMPT from the Safe Handling Demonstration (11 CCR 4256 (5)(9)(4)(b)), attached for reference, page 6. So for PPT transactions (on or off roster, no matter) this is simple...DROS as PPT, select "frame only" from drop down menu, done. Obviously CCW, LEO and military are also exempt from SHD.

Now, let's say someone wants to transfer a roster compliant frame only (a Gen 3 Glock 26 for example). How do you guys process this? I realize there is no "frame only" option in the Dealer Handgun Sale function. So is there another way to process without requiring purchaser to produce a complete functioning handgun?

I have a guy who wants to buy a Gen 3 Glock 26 frame in order to install a Gen 3 Glock 19 upper on it. I know I can't process as Dealer Handgun Sale because the prepopulated barrel length will not match. Can I do as Exempt Handgun Sale, select "frame only", and place in comments that it is a roster compliant frame only??

I assume your buyer is not roster exempt? You can't DROS him a frame, as it's not the same exact gun as listed on the roster. He will have to acquire by some roster exempt transaction, like PPT, or if DROS'D as dealer sale, has to be DROS'D the complete firearm, as shown on the roster.

Correct, he is not roster exempt. That's what I figured but thought there might be something I'm missing. I guess the only other option would be for him to provide a complete upper for the same gun (e.g. a Glock 26 Gen 3 upper for the Glock 26 Gen 3 frame). He has a CCW, thus exempt from the SHD, so no need for a magazine.

It’s a PPT? Simply dros it as a PPT click the box that says frame only. It’s simple. Safety demos aren’t done on receivers or frames.

Never mind. I see what you mean now. No you can’t just dros him a Glock 26 pistol frame or a 26 with a 19 slide. Since it’s not the model on the roster. He would have to buy a 26 as tested on the roster then modify it himself later.

Thanks for the input. Yeah I "knew" that but was hoping someone had a process I wasn't aware of.

We used to many moons ago. It was NRF. Or non rosterable frame. When single shot came around it died. Currently the firearm needs to be as tested for a dealer sale. If there is no slide then it is not as tested. Like wise with modified triggers and what not. Maybe one day the lawyers will give NRF a thumbs up again.

                  Will a 19 slide even fit on a 26 frame/locking block?

I believe the locking block is the same, but the frame is not long enough to accommodate the longer slide. So, I imagine that there will be a gap between the frame and slide around the front of the recoil spring area.

Yes a 19 slide WILL fit on a 26 frame. As stated there will be a gap, but Lone Wolf makes a slide adapter that covers it up.
