FFL help

I'm currently stuck in limbo for an out of state FFL to FFL to me transfer.

Please bear with me, as I might use the wrong terminology.

I purchased a on-roster handgun from an FFL in Florida. He shipped it to a local FFL. This is where it gets weird..

The local FFL is telling me that we can't start the DROS process, because they can't verify some part of his license (I think?) with the DOJ and we "just have to wait". I'm OK with delays in the current state, but they are telling me that they can only verify him via email(?) with the DOJ.

Can I get some clarification/help? Can I have them transfer the firearm to a seemingly more competent FFL?

I feel like I'm completely powerless in this and I need help.

Who is They that you are referring to? Who has the firearm right now?

Maybe the selling ffl did not send a shipment approval letter. Not sure why there is anything they need to confirm with the doj.

Its a mom and pop FFL close to me in Woodland Hills. I'd prefer to keep the name out of a public forum. I just want to find out what my options are.

Most likely he didn't get permission from CA DOJ before he shipped and didn't supply the approval number and or printout.

Did you specifically check with the FFL in Florida and insure they would enroll in and use the CA DOJ CFLC system, before shipping, and insure they would include the approval letter inside the firearm shipment?

FWIW, I don't know what that would entail, but, the Florida FFL is a member here and isn't new. He seems to be a good member and has answered/responded to my emails during this odd ordeal.

Is it in my right to ask to transfer the handgun to another CA FFL to begin the transfer?

https://fflezcheck.atf.gov/fflezcheck/? That is how an FFL verifies that another FFL is current.

This would not be a CFLC issue since that verifies the recipient (your local FFL) with CA.

It could be your local FFL let their COE expire and now they are locked out of DES and cannot do any DROS. This is just another guess because we are missing the details.

The local FFL may be willing to transfer to another local FFL but it is going to depend on exactly what the problem is. And another transfer could also add more fees/costs to this process.
