    next chapter in DROS saga

    In my first thread about this problem I laid out how I had been rejected for a firearm for the first time in my 61 years.

    I think now that, because I had renewed my CDL a week earlier, that this caused a "kink in the winch cable" and gummed up the process.

    I recently received my new CDL in the mail and, sure enough, it says "Federal Limits Apply". Okay, so I contact the FFL this morning that has my rifle and ask him if he can re-submit the DROS for me. I told him that I have my new CDL and a copy of my birth certificate.

    He asks why I am bringing my birth certificate and when I tell him that my new license has "Federal Limits Apply" I thought he was going to hang up on me.

    He says "you're not allowed to own a firearm or even ammunition!'

    After talking to him for a while I get him to agree to re-submit when I bring him my new documents.

    My question: With a "Federal Limits Apply" CDL does he have to fill out any additional paperwork? I'm trying to get all the info I need before my appointment.

    In the long run if this doesn't work out what are my options?

    He’s wrong! You can own firearms and ammo. Fed limits apply does not affect DES/DROS. The FFL needs physical copies of your Birth Cert or Passport to accompany your Fed Limits Apply ID, only to attach to your physical DROS copies for their files. Only time it is really seen is during an audit.

      My id has federal limits apply and I just brought my passport and that worked at two different shops.

        There was probably some fluke with your first DROS.

        Make sure to review your next DROS carefully before it's submitted. Sometimes DROS are submitted with
        the street name not exactly the same as listed on the CDL. Sometimes the first name & last name are
        interchanged, etc.

            When your DROS is denied you will get a letter from the DOJ with the reason. Ask the FFL for the NTN (national transaction number) go to the bottom of the linked page https://www.edo.cjis.gov/#/ and fill out the appeal form. Upload any documents that prove the DOJ letter is wrong. It took me about 3 weeks to receive a special appeal to get my firearms. They also cleaned up what caused the enormous denial and I have no more rejections after that. This is the fastest and easiest way to clear the denial.

            The doj will ask you to file for a record review. I'm still waiting on the DOJ record review letter since January and 3 firearm purchases later. LMAO

              Assuming that your FLA ID was issued post 01/20/2018 (there is a DES bulletin on this), all you need to provide is evidence of lawful presence in the US (Certified Birth Certificate, Passport, Resident Alien Card, ...).

                100% this. It is simply unbelievable that a FFL would tell you that you are a prohibited person because your DL says FLA. It speaks volumes about their lack of knowledge and/or lack of care for the job.
