I have a customer that wants to sell a shotgun to his cousin 300 miles away. Both are CA residents. How should I proceed? Can i mail it to an FFL in the buyers city? Thank You.

Yes, you can ship it. They might end up paying a fair bit since if it is shipped, the transfer fee isn't limited. They might also know that it isn't subject to sales tax.

It might be better if the seller drives to where the buyer is.

But the buyer would make to make the trip a second time to pick it up. It would work if it is done in a place that he would like to go back to a short time later.
