Active duty asked for leaving and earning statement?

I have a buddy stationed at travis. He is over an hour from my shop. One of the local shop in Vacaville said he needs to give them a copy of his leave and earning statement. As a Veteran and a shop owner I'm am sure this is wrong and a complete invasion of his privacy. I checked for a new bulletin in the Dros system and asked a shop in Modesto I used to work at. I don't have an answer if this is correct. the modesto shop owner thinks this an invasion of the service members privacy. Any FFL holders have an any insight on this can anyone give me the bulletin number to reference this ? I really want to know if this is the DOJ treating a service member this way or a shop just out side the base.
A little background this shop messes up alot on prices. This is one of them a savage fox shotgun was sold for $50. The service members couldn't pass. To me this looks like they are trying to scare him off. He has bought a few guns from this shop and has never been asked for a Leave and Earning statement.
He was told it was a new law. I am unaware of this new law. Am I incorrect and not following the law or has this shop made a mistake?

As used in this part, “clear evidence of the person’s identity and age” means either of the following:

(a) A valid California driver’s license.

(b) A valid California identification card issued by the Department of Motor Vehicles.

Orders, yes. Mil ID, yes, but no other docs required.

Now, if there is some doc in DES for FFLs, I can't see those, so it's possible there is a new DOJ policy.

Does he live on Travis?
You’re not giving enough information.
Is he using his military ID for DROS or a CADL?
Does the CADL have his current address? If it doesn’t, is the dealer looking for a government issued document for 4473? That doc would satisfy the Feds.

Doesn't the LES establish the "permanent duty station orders" needed? It's not the only way but it is one. I may misremember but I'm fairly certain I used my LES when I was stationed in one state but a driver license from another.

It's a Virginia dl and a military ID and a copy of Original orders. That's all I would ask for. I'm not sure how they would even think of asking for LES. I'm waiting to hear from doj and the shop to see what the owner thinks. I told my buddy to report this to PMO. It feels as if they are wanting way to much personal information.
As I stated,I think they goofed on pricing and are trying to scare him off.

No this is like a pay stub. It would only show his California address if he has change it to his permanent residence. Most likely it's still in Virginia due to a lower tax removal than California

There is no new law.

To buy a handgun in CA a person needs a CA ID/DL and CA proof of residency (assuming that the ID has their current residence address on it, if not, a government document with their current residence address or military ID with duty station orders.The duty station orders is a government document and has their current residence on it if they live on base, if not, their residence address also needs to be added to the 4473 (both need to be listed).

For long guns, CA doesn't have any proof of residency requirements, Federal requirements still apply.

There would never be a requirement for a specific document other that the CA ID/DL and military ID and duty station orders.

If my memory is correct the PCS orders do not have a permanent address on there. When I was stationed in Oklahoma I had to provide the LGS my military ID, PCS orders and LES (which had my current address on there). Then I just got a Oklahoma DL just to make things easier lol.

I have been to at least 10 different FFLs over the past few years for PPT. I am AD, stationed in CA but an AZ resident. At least 3, maybe 4 or 5, said they needed to see my state DL. 2 said I needed something to prove I lived in CA, other than my orders. One of those changed their mind when I explained that isn’t required, and the other insisted. Luckily for me, they allowed me to email a copy once I got home (2 hours away) since I didn’t have anything acceptable with me. Not everyone is up on the rules, which is surprising to me considering the large AD population around here.
