Training Rifle DROS?

Hey Guys/Gals,

I have an Arisaka T38 training rifle that I am looking to sell but I'm curious if it should be DROS'ed as a normal firearm to a non-C&R holder or if it can be sold cash and carry? I realize that a C&R holder can cash and carry without issue.
It is definitely a trainer with a smooth bore barrel but, has a complete receiver and operating bolt (without locking lugs).

I believe in state, with serial number, whether C&R holder or not, it’s have to go through an FFL. Non-C&R would be subject to waiting period.
