My Mom has an off-roster pistol that was DROS'ed to her a few years ago that she doesn't want anymore. I'm a CA resident--she is not. Legally, can she bring it and transfer it to me at a CA FFL?

Legally, yes. Call around to find an FFL that understands the process and will do it; some will not.

Yes but it is not a normal PPT. Federal law now requires that such a transfer be done through an FFL. She can ship it to an FFL (go talk to the FFL first and find out if he will accept from private party and knows about family transfers). If she is visiting the 2 of you can go to the FFL (again talk to him first because it's off roster you want to know that he knows the law that such a transfer is legal).
Since your mom isn't a CA resident it's not a PPT which requires both parties to be residents. The FFL needs to accept the gun into his inventory (he can charge whatever he wants $25-150). He then transfers it to you and charges the DROS feee (no $10 PPT fee) and you wait 10 days.
If she were a CA resident she could hand you the gun and you could register it online for $19.Comment

Yup. I've found a few FFL's that will do it but they're all WELL over 100 bucks OTD.
It'll have to wait till after this virus-BS settles down anyway.. I'll call around more then and will update if I find anyone that is reasonable.Comment

While I agree that over $150 is excessive, that is the nature of a free market. If you don't like the requirements, then work to change the politicians so that the laws can be changed.
Do you really want the government setting the price? That could greatly reduce your options. It won't matter what the fee is if there is no place that you can get the transfer done.
Why should it be based on the value of the firearm being transferred? The work involved for the dealer doesn't change based on the the value of the firearm. A more expensive firearm has a greater risk due to damage/theft issues.
Feel free to become a FFL, with all the costs for permits, licenses and insurance, then decide what you need to charge in order to make a profit.Kemasa.

First off I respect all Gun store owners in this state. I respect and appreciate what they do for us. I can't even imagine what the state puts them through and makes them do so they can uphold our 2nd Amendment rights.

1 hour? 2 hours ? $100 is a fair price. $125 is even fair. $150 $175, $225 is absurd. It's also about building a relationship with the customer so he returns and tells his friends. Be it a newbie who has never even held a weapon or his Sheriff Friends.
Right away no stores want to do it or it's yes we can do it for $175. "Why so much"? That's what I charge go somewhere else with an attitude. Some of these store owners forget who is paying who. I know some customers are a pain in the butt. I know. Dealt with 1000s over the last 25 years. That's how retail is. I feel as many posts on here point out some of these shop workers and owners are just arrogant and don't even want to deal with the public which makes no sense to me.
Then when someone mentions a good store everybody wants to know. Not sure where this is even going or how it even turned in to this. Anyways I understand.. sort of.
I am not here to argue with anybody or spread negativity. I am here for information and some help. Thanks and if you want to do an out of state intra family transfer for $100 I am all in.

Build a relationship and lose money? It is a business and businesses need to make money.

If you want to do the transfer, then you have to pay the going rate. Many places are losing money, either by being closed as they don't want to get sick, or they are losing money because they can't do as much business and the overhead remains.I know some customers are a pain in the butt. Deal with gun owners all the time and then you will understand. Just look at your post as an example, you don't know what all it takes, you don't know what all the costs are, but you do know what they should charge, but you don't know why they get tired of dealing with people like that.Kemasa.
