    Guidance documents, like this industry letter, are not binding and lack the force and effect of law, unless expressly authorized by statute or expressly incorporated into a contract, grant, or cooperative agreement.

    So is this just a suggestion ?

        No, it isn't a suggestion, it is a response to questions asking what the law is. It isn't saying that what you would be allowed to do because of this current situation, but it is saying what the requirements are. Nothing in the federal law states where on your property you may or may not conduct business.

        There might be state and local laws which prohibit where transaction might be able to be conducted.

            No. It's basically reiterating what Federal law is regarding the operation of a business that engages in the sale of firearms.
