It isn't "registered" just because of what it put on a 4473.
A lower should be transferred as "other" since it isn't a handgun nor a long gun. If the firearm is first made into a long gun then it can't be changed into a handgun, that is what matters.Kemasa.

Ask the FFL dealer that processed the transfer, to find out how it was marked on the ATF 4473 form.On the 4473 is a stripped lower registered as a rifle or as an “other”? The reason I ask is if I understand correctly if registered on the 4473 as “other” then I can legally turn it into a pistol once I move to a free state. If that is the case, how can I find out if my FFL registered as a rifle or other? I know it’s a totally different rule set here in California and the question doesn’t apply here, but I’m looking forward to the day I move out.

Before 11-2011, there was no "other" on the ATF 4473 form.
There was only "handgun" and "long gun".
In 11-2011, the ATF 4473 form was amended to include the "other" option.
However, the pre-"other" ATF 4473 forms were still used until 01-2012.sigpic

In California, it is DROS as a rifle. Every other state it’s as a “other” but not here.Comment

The CA DROS does not have any affect regarding Federal law issues and therefore doesn't taint the firearm at all.Kemasa.

That may be,(assuming you've never actually built said lower into a rifle in CA), but serious question then - are CA FFLs transferring a stripped lower as "Rifle" on DROS but still marking "Other" on 4473? Not sure if that's possible, or prohibited, or what.Comment

It doesn't matter where the lower was made into a rifle as it is Federal law.
Typically a lower is DROS'd as a long gun since most people are not exempt from the certified list and so it can't be DROS'd as a handgun as it isn't a complete firearm which is on the certified list.
Regardless of the CA DROS, the 4473 should be marked as "other" for a lower, and in another part marked as "receiver". The "other" is in regards to the types of firearms being transferred, but is not specific to any firearm being transferred. All three boxes could be check if a handgun, long gun and an other are transferred at the same time.Kemasa.
