    If it's got a serial number it's DROS'd.

So, now it is ironic that the State whittles away at the right of its citizens to defend themselves from the possible oppression of their State.

An AR-15 lower either stripped or complete by itself, is not semi-automatic and as such cannot be an AW. Since it doesn't have a barrel, probably DROS'd as a receiver only.

You would DROS it as a receiver. In the DROS screen it requires you to select Rifle or shotgun as well as other actions i.e semi auto. It is just a rifle lower as far as CA is concerned. Yes I know about the franklin title one but so far the DROS system has not changed.

once the system is updated, can a lower be DROS'ed as an "other" firearm?

            thanks

I don't think anybody known for sure since we have not seen a bulletin from CADOJ, or the changes implemented in DES.

Only time will tell when we see the DES system updated.
