            Because he is a CA resident, CA laws requires the firearm be imported into CA through a CA FFL dealer and there is no exemption to this for a LEO. [PC 27585(a)]
            Failure to utilize a CA FFL dealer equates to a misdemeanor per long gun and a felony per handgun.

            Handguns imported into CA need to be listed on the Roster of Handguns Certified for Sale or be exempt from it.
            ^Federal LE is exempt from this.

            In order to be considered law enforcement, NV Laws requires Tribal Police located on reservations in Nevada to be NV POST I certified or BIA certified (graduated from FLETC in GA). If they are not NV POST certified or BIA certified, then members of the Tribal Police are considered security guards that only have power on the reservations they are employed with.

            IMO...
            Unless the NV Tribal Police officer can show documentation that they are BIA certified, then they are not Federal Law Enforcement and the handgun needs to be listed on the Roster of Handguns Certified for Sale or be exempt from it (C&R, OTP, SAE, SSE2).
