How are you completing 19c and 19d? (for Pending & Approved)

After you submit DROS and receive Status:Pending from CA DOJ.
Are you writing "Pending" in 19c?

Then when CA DOJ DROS returns with "Approved".
Are you checking "Proceed" in 19d?

According to the BATF, you don't put anything unless you get a response back until you mark the DROS as delivered, then you mark proceed.

It is a 50 state form, so it doesn't always make sense.

If you read the instructions carefully, the initial response for a normal DROS is proceed, but that comes after 10 days. 19.d is for a response after the initial response.
