NSSF update bulletin from March 2 2020:
"The United States District Court in Seattle, Washington, heard oral arguments on Friday in the lawsuit recently filed by 23 state attorneys general seeking a preliminary injunction to block export reforms due to go into effect March 9. The judge didn’t decide from the bench, but a decision is expected soon."

Most all firearms, parts, and accessories are still regulated by the Commerce Dept. BIS. They have been regulating these items all along, and also requires export and import licenses. The confusing part is there was overlap with ITAR (State Dept), and what most people didn't realize that there was was overlapping and or superseding regulations for items by both depts.
In a nutshell, you had to comply with both Commerce and State. You had to often get licenses from both. Sometimes one would require a license, and the other one wouldn't.
ITAR going away is simply a consolidation of those powers and regulations to one dept. It does NOT mean that you don't need licenses to export or import anymore.Comment

This morning's update from the NSSF:
NSSF’S INTERVENTION ON BEHALF OF INDUSTRY IS SUCCESSFUL … The final rules for the USML to CCL transition (formerly called Export Control Reforms) will take effect today Monday, March 9, after a federal court in Seattle ruled in NSSF’s favor of a partial injunction, narrowly limited to 3D printing. The efforts of the 23 states attorneys general who sued to enjoin implementation have essentially failed and the final rules as published by the Trump Administration will enter into force with the exception of the export of technical data related to the 3D manufacturing of firearms or parts.
