COE Valid for POR for Handguns for CA DOJ

I didn't know that until today. When did this happen? It shows up on the FAQ:

Examples of acceptable proof of residency:

And apparently the PC supports it:

It is weird, because just before that example is given it says the document must have an address:

The license, permit, or registration must bear the individual's name and either of the following:
The individual's current residential address as declared on the DROS form; or
The individual's address as it appears on his or her California Driver License, California Identification Card, or change of address attachment thereto.

And IIRC they will issue COE to out of state people, so how it establishes residency without an address on it is beyond me. It could be a typo of course, the web guy may have meant to put that somewhere else. And I am not sure that web FAQ page should be considered official DOJ dealer correspondence.

Anyhow according to archive.org it showed up between Jul 31 and Aug 30 2019.

The PC seems to support it though (based on the bolded section I did). I also thought COEs could be issued to people out of state.. Oh well, I'll find out during my next audit to see what they say.

Penal Code 26845
(a) No handgun may be delivered unless the purchaser, transferee, or person being loaned the firearm presents documentation indicating that the person is a California resident.
(b) Satisfactory documentation shall include a utility bill from within the last three months, a residential lease, a property deed, or military permanent duty station orders indicating assignment within this state, or other evidence of residency as permitted by the Department of Justice.
(c) The firearms dealer shall retain a photocopy of the documentation as proof of compliance with this requirement.

California Code of Regulations Title 11 Divison 5 Chapter 4 Article 1 Section 4045
The following definitions and requirements apply to documents intended to serve as evidence of residency for the acquisition of a handgun pursuant to Penal Code section 26845:
(d)
(1) A current, government-issued (city, county, special district, state, or federal) license, permit, or registration, other than a California Driver License or California Identification Card, that has a specified expiration date or period of validity. The license, permit, or registration must bear the individual's name and either of the following:
(A) The individual's current residential address as declared on the DROS form.
(B) The individual's address as it appears on his or her California Driver License or California Identification Card, or change of address attachment thereto.
(2) A valid peace officer credential issued by a California law enforcement agency to an active, reserve, or retired peace officer.

^^ so according to the PC, ‘other evidence of residency as permitted by CADOJ’ still must have an address. So they are off the reservation with COE being proof of residency.
