As I understand it, the CCW permit satisfies the:

• Proof of Residence Requirement
• Handgun Safety Certificate Requirement
  and,
• Safe Handling Demonstration Requirement

If they either wouldn't give out drivers licenses to illegal aliens or mark it differently, it wouldn't be an issue, but it is and they cause problems for those who follow the law.

That being said, is a passport still required to complete a private party transfer when the buyer/seller has a FEDERAL LIMITS APPLY CA LICENSE—or will the CCW also satisfy that requirement?

Valid CA LTC permit meets the proof of residence requirement. [PC 26845(b) and 11 CCR 4045(d)(1)], but it does not meet the requirements for proof of lawful presence in the USA requirement needed for a valid Federal Limits Apply CA DL/ID [11 CCR 4045.1(b)&(c)].


Summary...
valid CA LTC permit as proof of residence = good to go.
valid CA LTC permit as proof of lawful presence in the USA = no-go.
