how to obtain an FFL 07

is there a particular skill-set that you must have or degree or "something" that you must posses in order to obtain the 07?

to be straight, my intention is to save/restore and "re-militarize" antique firearms that i believe are valuable to history and to collectors. An example would be to fix a Thompson M1A, which of course "was" full-auto.

i'm not talking cheap weld jobs and/or leading. I have years of experience in the automotive and auto-body world where, yes, i did learn all types of welding, but i also learned casting/molding and other techniques that would create a new bond at the element level, that would re-establish the metallurgic bond and heal he damage without destroying the integrity of the receiver. i use casting, heat treating, testing, machining and x-raying.

i have heard of persons getting the DOJ to re-instate the serial number and making it valid again. weather this is true or not i don't know.

the FFL application does not have any fields to staple your resume to it so i was curious if anyone knew what qualifications you need to even send that application off in the mail.

thanks in advance for your input!

There's a litany of requirements, but no they don't require you to have any special qualifications to be an FFL other than not be prohibited person.

FFLs are only allowed to conduct business at the permitted location(s). There may be HOA, city, county, etc. restrictions on where the business activity itself is prohibited, so a license won't be issued for that place of business.

It also gives the government permission to inspect certain things, etc.

Local FFL to me runs a full on gun shop out of his garage.

Anyone can have an FFL. It's all just a matter of putting in the time and effort.

Start with the zoning department for your location. Tell them your plan and see if the say it would be permitted. Let us know the answer. It would help us to know your city/county as some are an absolute no go.

Pay close attention to the ITAR registration requirements that may be applicable to an FFL07.

The last time that I checked out the requirements, ITAR registration was required if you did any machining work. The annual fee for registration is quite expensive.

They also don't require a business degree to start a business. Crazy isn't it? They actually assume you will follow the law. Would you prefer them interview all your friends and family before approving you? There's a lot of other requirements as others have stated above.

                OT Hmmmmmmm
Munitions list was approve by a Executive Order by President Obama.
President Obama also authorized "Fast and Furious" which violated the Munitions List / ITAR controls.

legal question.....and the whole reason i'm doing this -
is it legal to fix a full auto recever....like the thompson m1a, that the government demilitarized? that's the whole reason i'm look at the FFL 07. from my readings, only FFL07's an "make" a full-auto weapon.
but again i say this is more of a restoration process, and if i can make money off of it then great!
i'm not doing what is referred to as a weld job. much more complicated and essentially heals the receiver at the chemical level, and verifiied by use of a small x-ray device to verify that it was done corretly.
this is i would "like" to do.

If you were outside CA, maybe. Inside CA, not possible without a dangerous weapons permit which you are 99.99% unlikely to get.

Correct me if I am wrong,,,,, But after 1986, no new MG is allowed to be built & registered, for public consumption.

Correct. If you're an FFL07/SOT2 in most states, you can do so as a post 86 dealer sample gun that cannot be resold to the public.

My limited understanding is that if you start with a dewat machine gun that is already in the NFA registry, you can restore it. I have never done this, so will defer to someone that knows.

                        Some discussion here:

This may be a basic question: What is the definition of the following terms: "De-Miled" and "DEWAT"? How are firearms regulated by BATFE in regards to guns that are described by each of these terms?

Type 07-FFL is to make Title 1 firearms.
Class 2 SOT is to make Title 2 firearms.

Therefore, in order to "make" full auto firearms, you will need to be a Type 07-FFL Class 2 SOT.

However, CA requires you to have a valid CA DOJ Dangerous Weapons Permit/License for MG in order to legally import, make, transfer, or possess a Title 2 MG in CA.

You will need a viable good cause in order to obtain the Dangerous Weapons Permit and "restoration" is not a viable good cause.

Viable good causes are currently limited to:
                          A. To import, make, transfer, and/or demonstrate to Gov/Mil/LE agencies.
                          B. Research, development, and training pursuant to a Gov contract.
                          C. Import, make, and use as props in the entertainment industry.
                          D. Repair and maintenance of firearms owned by Gov/Mil/LE agencies and other Dangerous Weapons Permit holders.

Go for C above. Restoring Thompsons for use in movies. Put a Hillary sticker on your car when you go to the state for your interview. Gov/Mil/LE are already covered by BIG companies.

                              C. Requires sponsorship from a production studio (employment status with a studio or independent contracts from multiple studios).
^Won't get sponsorship unless you have valid union membership in I.A.T.S.E.

Also keep in mind the conditions for issuance is to use as a prop and using the firearm outside of that good cause is grounds for permit revokation & inventory confiscation.
^Examples of using beyond the good cause... use with non-blank/stage ammo, recreational shooting, self-defense.
