Question on intra-familial transfer of off roster handgun from Idaho to California resident. My understanding is that the CA FFL completes the ATF 4473 form as usual. When completing the DROS application, the FFL list the transaction as "Exempt" and in the comments section states "intra-familial transfer" Is this correct? Are there any codes that need to be entered on the DROS?

That's all correct, you also need a letter stating their relation.

Thank you for your reply. The recipient lives in Bishop, CA and at least one of the local FFLs does not seem to understand the process. He suggested using the CA DOJ form, which ignores federal law. The transfer is to my nephew's wife from her daughter, who is an Idaho resident. That's all correct, you also need a letter stating their relation.

I was told to use X02 as the FSC exemption, but they still need the FSC as far as I know. Some say to mention a specific CA PC, but I don't recall what it is.Kemasa.

We put this in the comments:
SB 15 Exempt - 27870PC intrafamily transfer, 12133PC Roster Exempt; Operation of Law 1-in-30 Exempt
I don't think it's required, but might be helpful down the line during an audit.
We've provided the same text when we've gotten a call from time to time from the person checking the DROS asking why we were transferring more than 1 pistol < 30 days to the same individual. The text above we use as the reason to explain to them and it hasn't been an issue yet.UG Imports - Fremont, CA FFL - Transfers, New Gun Sales
