      As said, most likely multiple purchase, but it is a form sent by email. Structuring it isn't a good idea.

        If I have an FFL-03, does that stop the need for the ATF/CLEO multiple-firearm letter? The ATF site says, "unlicensed individual" so does my FFL-03 count as me being licensed?

            For C&R firearms you are considered licensed, but not for other firearms.
