Federal laws prohibits the transfer of firearms between residents of different States unless a FFL it utilized. [18 USC 922(a)(3)&(5)]

WA laws prohibits the private party transfer of firearms unless it is through a FFL. [RCW 9.4.113]

CA laws prohibits a CA resident from acquiring firearms while out-of-state and importing those firearms into CA without using a CA FFL dealer. [PC 27585(a)]

Therefore; under Federal, WA, and CA laws...

    1. The firearms need to be shipped to a CA FFL dealer. Include a copy of the owner's WA DL/ID.
    2. The CA FFL dealer will then transfer (4473/DROS/10 day wait/1 in 30 day wait) the firearms to you.
