I suspect it is ammo that has been previously sold, but the term is funny. Real used ammo wouldn't be subject to having to be transferred as brass with a spent primer and a shot bullet doesn't meet the definition of ammo.Kemasa.

The PTP is for submitting the background check, not for the submitting the ammo purchase, perhaps you think that the two are related for some strange reason :-).
The PTP doesn't tell about the ammo, it could be a reload. The problem is that you are expecting it to make sense.
I really like the last caliber selection for the ammo caliber. Yes, I am going to make you look it up since you haven't noticed yet. I know what they did, they were lazy and they still haven't fixed it.
There is also .54 used in black powder, but that wouldn't be ammo in terms of needing the transfer to go through a dealer, would it?Kemasa.
